Inside or Outside
Inside or outside the bunker......that is the million dollar question. There is not a " USGA rule" on where to place the rakes but they do recommend placing them outside. The green committee likes them inside because it has a better look to it and the labor savings of moving them off the banks before we mow and putting them back after we mow is substantial.
Most of the time, when a golf ball would stop next to the rake on the slope and you picked up the rake...the ball would stay on the slope which is unfair and frustrating. Last year we started placing the rakes on the bottom of the bunker to help eliminate this issue.
